Breaking: Maharashtra Government Orders Judicial Inquiry into MPSC Exam Paper Leak

MPSC paper leak inquiry: In a massive development that brings hope to lakhs of aspirants, the Maharashtra Government has officially ordered a high-level Commission of Inquiry into the alleged leak of question papers and answer keys for several MPSC examinations.
The notification, issued by the General Administration Department on October 16, 2026, comes after weeks of intense protests by MPSC students across the state, including massive gatherings in Pune.
A Retired High Court Judge Will Lead the Probe
To ensure a transparent and unbiased investigation, the government has invoked the Commissions of Inquiry Act, 1952.
The Commission will be chaired by Justice Shalini Dhipali Phansalkar-Joshi, a retired Judge of the Bombay High Court. She will be joined by top officials, including Shri P.D. Naik (Retired Judge), Shri Tukaram Mundhe (Commissioner, Food and Drugs Administration), and Shri Laxman Gatam (IPS).
The inquiry will specifically investigate the alleged malpractices in the Group-B (Non-Gazetted) and Group-C Services Combined Preliminary and Main Examinations conducted from 2023 to 2025, including the Food and Drugs Administrative Services and Agriculture Services exams.

According to the official notification, the Commission has been given sweeping powers. They will investigate:
- The exact source of the leak: Who leaked the papers and answer keys, and the circumstances surrounding it.
- Accountability: To inquire whether any person, officer, or educational institution was directly or indirectly involved in the malpractice.

MPSC paper leak : What This Means for Students
The Commission will have the powers of a Civil Court. This means they can summon any person, demand documents, and record evidence on oath.
More importantly, the government has directed that the inquiry be completed and a report submitted within two months.
For the protesting students, this is a major victory. The government has also stated that the mandate of the inquiry will include looking at the conditions surrounding the examinations to ensure that the credibility of the state’s recruitment process is restored.
The Bottom Line
The MPSC paper leak issue has been a boiling point in Maharashtra’s political landscape. By appointing a sitting/retired High Court judge to lead the probe, the state government is signaling that it is taking the allegations seriously.
However, for the students, the two-month wait is crucial. Their demand for a completely transparent and re-conducted exam will only be fulfilled if this Commission delivers strict justice.
